Speaker BiosAndy Schneider, JDAndy Schneider, JD, is Principal of Medicaid Policy LLC, a consulting firm, which he founded in January 2000. Based in Washington, D.C., the firm specializes in Medicaid issues affecting state agencies, providers, managed care organizations, and program beneficiaries. Mr. Schneider is also an Adjunct Professor at the George Washington University School of Public Health & Health Services. Mr. Schneider has over 30 years of experience with the Medicaid program, including 17 years as a Congressional staffer. His former positions include Counsel to the Subcommittee on Health and Environment of the House Energy and Commerce Committee, then chaired by Representative Henry A. Waxman (CA-D); Health Counsel to the Center on Budget Policy and Priorities in Washington, D.C. and Staff Attorney to the National Health Law Program in Los Angeles, CA. He has authored numerous policy briefs on Medicaid issues, including The Medicaid Resource Book (July 2002) published by the Kaiser Commission on Medicaid and the Uninsured. Mr. Schneider received his JD from the University of Pennsylvania, School of Law. Peter T. Harbage, MPPWith more than a decade of experience in health care policy, Peter T. Harbage has served in senior policy positions in government. He currently works at the University of Southern Californiafs California Policy Institute as director of the health policy program. Formerly, he was the top health care advisor to Senator John Edwards. When Senator Edwards' presidential campaign effort merged with Senator John Kerryfs bid, Mr. Harbagefs work became a key part of the 2004 Democratic health policy. He served as Assistant Secretary of Health for the state of California where he managed the nationfs largest state-operated health insurance coverage programs for low-income and working families. As a Clinton Administration advisor to the Medicare and Medicaid programs, Peter won numerous honors for his work, including distinguished service awards from Donna Shalala, then Health and Human Services Secretary. He began his career on First Lady Hillary Rodham Clinton's Health Care Task Force at the White House. Mr. Harbage graduated Phi Beta Kappa from the University of Michigan where he also earned his masters of public policy. Agnes Lee, MPPAgnes Lee is principal consultant on health and human services issues for the Senate Office of Research (SOR). Before joining the SOR, Ms. Lee worked for the California Budget Project. She has served as the Deputy Secretary for the California Health and Human Services Agency where she provided oversight for the various health and human services programs in the state. Prior to working at the Agency, she worked for the Assembly Budget Committee in the areas of human services, employment and mental health. She has also been a fiscal and policy analyst with the California Legislative Analystfs Office, working on human services issues. Ms. Lee received a bachelorfs of science degree in economics from the University of California, Berkeley, and a master of public policy degree from the John F. Kennedy School of Government at Harvard University. Stan Rosenstein, MPAStan Rosenstein is Deputy Director of Medical Care Services. He began his career in state government in 1974, and joined the California Department of Health Services (DHS) Medi-Cal program as an analyst in 1977. After 28 years with the Department, Mr. Rosenstein continues to serve the Medi-Cal program, now in the capacity of administrator. He manages an operating budget of over $30 billion, a workforce of approximately 1600 employees, and plays a major role in both formulating the Medi-Cal programfs benefits and eligibility policies and coordinating and directing the healthcare delivery system of approximately 6.5 million beneficiaries. Mr. Rosenstein graduated with a bachelorfs degree from the University of Iowa, and earned a masterfs degree in public administration from the University of Southern California. Denise K. Martin, MPHDenise K. Martin is president and chief executive officer of the California Association of Public Hospitals and Health Systems and its affiliated research foundation, the Safety Net Institute. She works closely with key policymakers and health policy experts at the local, state and national levels to forge partnerships and foster understanding of the contributions made by public health care systems. Ms. Martin is frequently asked to address conferences and workshops, as well as to provide expert testimony before legislative committees on a variety of health care issues, especially regarding access to health care for the uninsured. Ms. Martinfs experience as a clinical manager in one of the nationfs busiest public emergency rooms -- Chicagofs Cook County Hospital -- provides her with a distinctly human understanding of key issues facing public hospitals and the communities they serve. Ms. Martin received her masters in public health policy and administration from UC Berkeley and served as valedictorian in receiving her bachelorfs of science in nursing at Northwestern University. C. Duane Dauner, MAC. Duane Dauner is president and chief executive officer of the California Hospital Association (CHA). Mr. Daunerfs association with hospitals began in 1966 when he became director of research at the Kansas Health Facilities Information Service. In 1968, he became vice president of the Kansas Hospital Association where he served until his appointment as president and chief executive officer of the Missouri Hospital Association in 1975. Mr. Dauner has been active in national hospital and health care issues, serving on numerous American Hospital Association (AHA) and American College of Healthcare Executives (ACHE) committees. He has served as a member of the AHA Board of Trustees and the Hospital Research and Educational Trust Board of Trustees (HRET), an affiliate of AHA. He has also authored numerous articles and is a nationally known leader on health issues. He is a fellow of ACHE and member of the ACHE Leadership Planning Advisory Committee. Mr. Dauner attended Pepperdine University in California and Wichita State University in Kansas, where he received bachelorfs and masterfs degrees. He taught mathematics and logic at Wichita State University and, following postgraduate study at the University of Nebraska, became an assistant professor at Washburn University of Topeka, Kansas. |
